RELATED SERVICES UNDER IDEA:

Guidelines for Teachers, Consulting Teachers, Related Service Providers and Supervisors

The 1999 regulations implementing IDEA changed the definition of related services to include all of the services listed below. If we have people who are providing services to parents, for example, then that can be included on the child's IEP as a related service. As each consulting teacher is responsible for doing a minimum of one parent training, I think it would be feasible to include that as a related service on the IEP of any parent in a school where parent training will be provided. If you are providing inservices then you are meeting the requirements for including parent training or counseling as a related service. This is a legitimate way to increase the options of service for our students and their parents. Each person managing a folder would have to ask parents if they were interested in receiving parent training or counseling and provide an inservice at their school to meet the needs of those parents. I believe that most parents would be willing to accept the service, even if they did not attend the training.

This is merely one suggestion. The following is a complete list of related services available to children with disabilities. They include:  Assistive Technology; Audiology; Counseling Services; Early Identification; Medical diagnostic services; Occupational Therapy; Orientation and Mobility; Parent Counseling and Training; Physical Therapy; Psychological Services; Recreation Therapy; Rehabilitation Counseling; School Health Services; Social Work Services; Speech-Language Pathology; Transition Services; and Transportation.

Again, there are no clear guidelines, but those of you who are in comprehensive developmental classrooms who have a regular program of recreational therapy using the community centers for swimming or bowling might consider writing them into the IEP as related services. The law provides for these related services and we should count them when looking for funding from the state and federal government. Stay within the law, but count what you are doing and make certain to include it on the IEP.
